Patient Rights and Responsibilities

As a patient at this MedStar Health facility, you have the right:

  • To receive considerate, respectful, and compassionate care in a safe setting, free from all forms of abuse, including verbal, mental, physical, and sexual abuse, harassment, neglect, retaliation, humiliation or exploitation from staff, students, volunteers, other patients, visitors and family members.
  • To be treated without discrimination or regard to race, color, national origin, ethnicity, age, religion, physical or mental disability, pregnancy, sex, sexual orientation, sexual stereotyping, marital status, gender, gender identity or expression, language, ability to pay, or socioeconomic status. To be treated consistent with your personal values, beliefs, wishes, and/or gender identity in all activities associated with the treatment you receive.
  • To have a medical screening exam and be provided stabilizing treatment for emergency medical conditions and labor.
  • To have access to programs and activities provided through electronic and information technology and physical access to new or altered areas of this facility.
  • To be screened, assessed, and treated for pain.
  • To have a family member/representative and your doctor notified promptly of your admission to the hospital, if contact information is available.
  • To participate in your plan of care. To discuss information about your medical diagnosis, condition or illness, prognosis, test results, treatment choices, and possible outcomes of care and unanticipated outcomes of care with a qualified provider, in a language and manner that you understand. 
  • To be told the names and jobs of the health care team members involved in your care if staff safety is not a concern.
  • To give informed consent before any nonemergency care is provided, including the benefits and risks of the care, alternatives to the care, and the benefits and risks of the alternatives to the care.
  • To consent, request, or refuse any treatment, as permitted by law, including to consent or refuse to take part in research affecting your care. If you refuse any treatment, or choose not to participate in a research study, you will continue to receive the most appropriate care the hospital may otherwise provide.
  • To be provided an appropriate means of communication through auxiliary aids and services to ensure your understanding of your care when you do not speak the predominant language of the community or are visually or hearing impaired, without charge.
  • To be provided a list of protective and advocacy services when needed.
  • To have an Advance Directive, such as a Living Will or the appointment of a healthcare agent to speak on your behalf, to communicate your wishes regarding treatment, and to expect that your Advance Directive will be followed. To make or change your Advanced Directive while in the hospital. To not be discriminated against if you choose not to have an Advance Directive.
  • To designate a person to make healthcare decisions for you, if you are unable to do so.
  • To have visitors and a support person that you designate, including, but not limited to, a spouse, domestic partner (including a same sex spouse), other family member(s) or friends for emotional support, without regard to race, color, national origin, age, religion, physical or mental disability, sexual orientation, gender identity or economic status during the course of your hospital stay, per hospital visitation policy, unless the visitor’s presence infringes on others’ rights or safety or is medically or therapeutically contraindicated, or you change your mind on who may visit.
  • To designate someone to help with your care at home, if you are admitted to the hospital.
  • To remain free from restraints and seclusion unless medically or behaviorally necessary to ensure a safe environment of care for you and others and to have care givers who are appropriately trained regarding the use of restraints or seclusion.
  • To consent or refuse to allow pictures of you for purposes other than your care.
  • To be provided privacy and confidentiality with respect to your personal identity and dignity in care discussions and treatment.
  • To have your health information treated confidentially, so that only individuals involved in your care, monitoring your quality of care, or otherwise allowed by law will be allowed to access your medical record.
  • To access, request to amend or receive an accounting of disclosures of your medical record, as allowed by law and in accordance with Health Insurance Portability and Accountability Act (HIPAA). To receive a Notice of Privacy Practices explaining these rights.
  • To receive a written statement of those services that may be provided only when medically necessary, and of charges for services not covered by Medicare or Medicaid.
  • To be made aware that, if you are a low-income patient who lacks health insurance or whose insurance does not cover the full cost of your care, you may be eligible for this MedStar Health facility’s financial assistance program that provides certain types of care free of charge or at a reduced fee.
  • To be made aware of your right to appeal if you disagree with a determination that you are not eligible for the financial assistance program.
  • To request an estimate of hospital charges before care is provided and as long as patient care is not impeded and receive a written explanation of your bill, regardless of source of payment.
  • To know about and access hospital resources such as social work, pastoral care, other spiritual services, or the Ethics Committee that can help resolve questions and concerns about your hospital stay and care.
  • To have access at any time to a telephone where you may speak without being monitored by the hospital.
  • To file a grievance or a complaint about the hospital without the fear of retaliation. You may contact a Patient Relations staff at

  • To be considerate of the facility staff and to refrain from abusive behavior, actions or comments.
  • To make arrangements for transportation home upon your discharge.
  • To comply with all the rules and regulations of the hospital, including infection control, medication administration, dietary plans, life safety and security policies and procedures affecting patient care, and conduct.
  • To remember that this MedStar Health facility is a tobacco-free campus and that you may not smoke or use electronic smoking devices anywhere in or on the campus.

Hip Surgery

The goal of hip surgery is to help relieve your pain and improve your quality of life through expert care. Patient satisfaction after hip replacement surgery is between 95 and 98%. Our experienced team of orthopaedic surgeons are dedicated to helping you reach or return to your desired level of activity, as quickly and safely as possible.

Hip Replacement Surgery

In a total hip replacement surgery, the painful parts of the damaged hip are replaced with artificial hip parts called a prosthesis, a device that substitutes or supplements a joint. The prosthesis consists of three components: a socket, ball, and stem. The outer shell of the socket is usually made of metal and the inner shell consists of polyethylene (plastic). When the ceramic ball is joined with the socket, the new hip allows for smooth, nearly friction-less movement. 

Anterior Hip Replacement Surgery

In an anterior hip replacement, the surgeon reaches the hip joint from the front of the hip, which means no muscle needs to be detached. This minimally invasive surgery allows for easier recovery and a more rapid return to normal functions. Anterior hip replacement surgery allows patients to immediately bend their hip freely and bear full weight without any restrictions on the positioning of their leg postoperatively.

Rehabilitation After Surgery

The recovery process from total hip replacement will take time. Your orthopaedic surgeon will work with you to develop a rehabilitation plan that begins while you’re still in the hospital and continues until you feel completely healed. Typical recoveries include physical therapy exercises to regain your strength, pain management, and learning safe new ways to move and bend.

Hip Revision

Hip replacements are designed to last your entire life. However, replacements can wear out due to natural use over time, or to an infection that can develop in nearby tissues.

Hip revisions remove old hip implants that may have become a problem, and replace them with new ones. This type of hip replacement surgery requires extraordinary skill to remedy the initial replacement—MedStar orthopaedic surgeons at MedStar Montgomery Medical Center have the requisite expertise and surgical skill to perform such an important procedure.

Infected Total Joints

If a total joint replacement becomes infected, the health of the joint and limb, as well as the overall health of the patient, become an immediate concern and should be addressed in a timely fashion. Talk to your orthopaedic surgeon immediately if you are experiencing any issues.

This course helped strengthen and deepen my meditation practice. We learned to become familiar with the physical symptoms of our emotional states and watch thoughts float by like leaves on a stream. For as long as 8 weeks sounds, the class breezed by in a flash. I miss it and the gang dearly, which is an indication of how much I appreciated this class. Looking for an easy and convenient place to get your prescriptions filled? The new MedStar Pharmacy at MedStar Montgomery is now open and ready to serve you!

Conveniently located in the Main Lobby, anyone can visit the outpatient pharmacy for services similar to those offered by other retail pharmacies. Here are some great reasons why you should come to us for your next prescription.


How do I get a prescription filled?
For new prescriptions: Ask your physician to prescribe electronically, or e-prescribe, to our pharmacy or bring a hard copy to the pharmacy to fill.

To transfer a prescription from another pharmacy: Call MedStar Pharmacy at 301-774-8682 with your prescription number and your current pharmacy’s information. Our pharmacists will handle the rest.

Do I have to be a patient of MedStar Montgomery Medical Center to use the pharmacy?
No, walk-ins from the community are welcome. Parking is convenient and the location is easily accessible once you are inside the hospital. Use the main entrance and the pharmacy is just ahead on the left.

What insurances do you accept?
Our pharmacy accepts most insurance plans, including Medicaid, Medicare D, and most commercial prescription insurance.

Will my co-pays be the same as they are at other pharmacies?
Yes. Your insurance determines your co-pay, not the pharmacy. Your co-pay should be the same regardless of where you have your prescriptions filled.

How can I pay for my prescription?
We accept cash, checks, credit cards, and flexible spending cards.

Does the pharmacy sell over-the-counter items?
Yes, the pharmacy stocks a limited supply of over-the-counter items.

What other benefits and services does the pharmacy offer?
We offer refill and pick up reminder calls, as well as a cycle fill program, to make remembering your medications easier. We also offer vaccines such as flu, zostavax, and prevnar. 

In addition to filling prescriptions for outpatients and other walk-ins, MedStar Pharmacy will offer bedside delivery of medications for patients getting discharged from the hospital. A dedicated technician will work with patients, nurses, physicians, and case managers, to ensure that patients leaving the hospital have their discharge medications in hand before they leave.

Dr. Frederick Finelli

Dr. Frederick Christopher Finelli, MD is a board-certified general surgeon specializing in bariatric surgery, laparoscopic surgery, and colon and rectal surgery at MedStar Montgomery Medical Center. He completed his fellowship at MedStar Washington Hospital Center. Dr. Finelli joined MedStar Montgomery Medical Center in 2012 as the vice president for medical affairs.

Dr. John Brebbia Dr. John Brebbia, MD is a medical director for the Bariatric Surgery Program at MedStar Montgomery Medical Center, and he specializes in advanced laparoscopic procedures and bariatric surgery. His additional clinical areas of focus include lap-band surgery, gastrointestinal surgery, hernia surgery, and minimally invasive surgery.

Bariatric Pre-Surgery Weight Management Program (Six Classes)

This pre-surgery weight management program meets all the requirements for medically supervised weight loss of all insurance carriers. It will help you to learn about your pre and postsurgical care and help you to develop habits for long-term weight loss success. 

Session Titles & Descriptions:

  • Group Session A: Things to Know About Bariatric Surgery/9 Areas of Behavioral Change
    An overview about the types of bariatric surgeries, possible post-operative complications.  An overview about the 9 key areas of behavioral change (meal frequency, food volume/pacing, adequate fluid intake, adequate protein intake, vitamins/minerals, consumption of fruits/vegetables, whole grains, avoidance of sweets/high fat foods, compliance with an exercise regimen, support).
  • Group Session B: Post-Operative Nutrition Needs (Protein, Fluid, Vitamins/Minerals)
    An overview about the nutritional needs after surgery-including protein (importance, types, examples, quantity, how to incorporate in meals); Fluid (importance, types, examples, quantity, how to incorporate in meals); Vitamins/Minerals (importance, possible deficiencies, types, examples, quantity, frequency).
  • Group Session C: Pre-Operative Diet/Post-Operative Diet Progression
    An overview about the pre-operative diet before surgery (importance, type, sample meal plan, use of protein supplements, possible side-effects). An overview of about the post-operative diet progression after surgery (within each Stage 1A, 1B, 2, 3 explanation about  foods to choose, foods to avoid, quantity, duration of each stage, tips adjusting to diet progression).
  • Group Session D:Protein Supplementation/Calculating Intake
    An overview about the importance of protein supplementation, quantity, guidelines on purchasing, types of protein supplementation (powders, ready-to-drink).  An overview about reading food labels, what is on a food label, calculating protein intake (using food labels, sample meals), tips on increasing protein to meet calculated goal.
  • Group Session E: Mindful Eating/Behavioral Modification/24-Hour Food Recall
    An overview on tips of mindful eating, common food cues/triggers, how to avoid obstacles, tips on eating out, behavioral action plan, SMART goals, having a support system.  An overview on evaluating your own food intake using what you ate in the past 24-hours (changes you can make, calculating intake, etc.)
  • Group Session F: Meal Planning/Shopping Guide/Portion Control/Review
    An overview on portion control, portion sizes, post-operative shopping guide within each stage (foods to choose, foods to avoid), meal planning for life, cooking tips, recipes, overview on sugar intake, vitamins/minerals found naturally in acceptable foods, sample meal plans, review.

Bariatric Exercise Program for Beginners (Four-Week Program)

Do you have a BMI over 30? We invite you to join MedStar Montgomery Medical Center’s Bariatric Exercise Program for Beginners. This four-week program is designed to help you overcome your weight loss obstacles in an environment with others who are on the same weight loss journey. The program will focus on helping you learn how to exercise and develop a regimen that includes endurance, resistance, and stretching exercises. By the end of the program, you will have improved confidence and developed partnerships with others to continue the fitness routines outside of the class.

Cost: The cost to participate in the four-week program is $80.

Free Weight Loss Seminar

Our goal is to provide you the opportunity to learn about all of the tools, resources and support options available to those battling obesity. You’ll hear from expert bariatric surgeon, John Brebbia, MD, who will discuss the criteria needed to qualify for surgery, effectiveness of having surgery and strategies for lifestyle changes. You’ll also meet a nonsurgical weight loss physician, who will provide information on nonsurgical options, such as nutrition, exercise and weight loss medicine.

This is a solid support system for long-term weight loss success. Meetings include open discussions about weight loss information and activities to promote a healthy lifestyle, discussions with health and weight loss professionals, and surgery-related issues for those who have had or are considering weight loss surgery.
